Cross-country exchanges brought
representatives from the three participating countries together at workshops
to share their experiences and proposed solutions related to each major
project activity. The workshops also provide valuable opportunity for
dissemination of implementation experience both to the Country Core Groups
and to a wider audience of relevant stakeholders. Cross-country exchanges
were foreseen for each major project activity as indicated below:
Development of commercial
banking window
Three workshops were planned within the banking window component:
- Assessment of existing local bank
capability, analysis of barriers constraining bank financing and
discussion of Country Group action plans to develop commercial banking
windows. This workshop took place January 2002 in Goa, India (see
proceedings)
- Development of innovative financial
products, and progress in the design and implementation of energy
efficiency loan
programs. A workshop was held in May 2004, in Angra dos Reis, Brazil (see
proceedings)
- Results and lessons learned from the
implementation of energy efficiency investment projects. These were
discussed at a workshop held in January 2006 in Delhi, India.
ESCO development and support
An international workshop on ESCO associations was held in China in
September 2001, aimed at discussing how ESCO
associations function in other countries and how this experience may be
applied in China.
A cross exchange workshop on operational and financial issues
confronting ESCOs was held in April 2005 in Beijing (see
proceedings).
Guarantee mechanism
The analysis on the formation of domestic guarantee funds will be
supplemented by a cross exchange workshop, particularly regarding
experiences gained from the implementation of a related project in China. A
workshop was held in January 2006, in Delhi, India.
Equity investments
A cross-country exchange workshop was held in Bejing in April 2005 to
discuss the status of equity financing for energy efficiency in general and
ESCOs in particular (see proceedings).
