Promotion of projects
This activity provided support for the
development and expansion of energy service companies (ESCOs) in the
countries.
Support for ESCO development
The purpose was to support the nascent ESCO business sector in the countries.
The assistance took the form of development of business plans, formation
of corporate structures for ESCOs, information of the various models
successfully employed in delivering energy savings, assistance in
structuring performance contracts and other arrangements with end users,
education of ESCOs on the full menu of financing options available,
assistance in securing financing, evaluation and verification protocols,
analysis of tax treatment of energy savings contracts and recommendations of
preferred approaches, and establishment of arbitration procedures for
contractual disputes between ESCOs and end-users.
ESCO association formation /
enhancement
This sub-activity assisted in forming/strengthening official trade
associations for ESCOs in the countries to provide a united voice for the
industry, ensure quality through certification programmes, gather and
disseminate information, and mobilize associates for strategic actions.
Promotion of ESCO projects
The purpose was to provide assistance in structuring several project
agreements between ESCOs and end users. Special attention was given to
addressing the intricacies involved in contracting with public/government
facilities who may have unique procurement guidelines, education of
procurement officials on life-cycle costing methodologies, and in developing
contracts appropriate to local regulatory conditions.
